there is a sign that reads: Dogs must be carried on escelator. do you need to be carrying a dog to use this escelator?

I dont think anyone (including myself) understands the question. I am not asking about my dog, or if he will be injured...I am saying, based on the wording of the sign...Is it required of you to carry a dog in order to use the escelator.

The sign is ambiguous. Grammatically, it could mean "Everyone using this escalator must be carrying a dog," or "Any dogs one this escalator must be carried."
But pragmatically speaking, and using world knowledge and common sense, everyone would of course realize that the first interpretation is nonsensical, and only the second one makes sense. IF you have a dog, you have to carry him/her, but if you don't have a dog, that's fine, too.

I think this is a great language question....some people just don't get it: if it says that , it means that you gotta carry a dog to use that particular escalator. It's the dog owners escalator.

The sign is there to warn you. That way, if you don't hold your dog and it gets caught in the escelator, it would be your fault, and you won't be able to sue them! :D
