Parents and schools look to blame other sources for childrens dietary problems, and as such all vendors are susceptible to lawsuits.

Also in marketing, the companies want to appeal to the purchasers of their products using the issues that are current.

Even though a child may buy their own food at school, it is the parent that contributes the most to craft products at market.

This is not true for candy and soda manufacturers however.
These markets rely on the childs pleas to the parent, as well as stores.

That is why candy is available at checkout, and holiday supplies are displayed at door.

Mostly because of potential future lawsuits, sort of like what the tobacco industry has been going through with people who've gotten cancer and are suing the tobacco companies.

Lots of health problems later in life (diabetes, heart disease, etc.) have been shown to be linked to obesity as children. I personally don't think Kraft really cares so much about the health of kids as it does being sued in the future for pushing junk food on kids.
