You can, but you should cook it at a lower temperature and for a longer time. You don't want the outside to be overdone and the inside underdone. This could happen at a higher temp because the inside will be slowly defrosting.

Depends on how you're cooking it. I recommend slow cooked in the oven. Then it can be completely frozen. 1/2 frozen is OK too. Nothing wrong with it. You just don't want to try to re-freeze. That goes with any meat's

Yes, you can if you are brasing it or cooking it with liquid. Just add extra time to insure the middle gets cooked through.
If you are baking, the outside tends to get burnt before the center is cooked properly.

yes ..... just cook it slowly (low temp) then you can turn up the heat later
