No, there is no such thing as Basic Travel Allowance for currency for travellers between UK and USA.

Not last time I went. They never asked me how much I had.
The first time I went they asked me how much I had when i got there but they were trying to deport me at the time.
One time i went with only $30 on me and nobody minded at all.
