Good Question! Simply, if you use it in medicine, for example, to disinfect the skin, to disrupt a nerve for pain treatment, to promote sleep after controlled consumption, once used before to allow surgeon to perform operations, it is known as a drug and is beneficial material.

If you use it for social purpose, acutely to get somebody drunk, ended up with problems of accident (fall, fight or road traffic accidents), molest or rape, or chronically to lead to health hazards (liver cirrhosis, esophageal varices, easy bruisability and bleeding), then it is known as a poison and is harmful not just to the individuals but to other people including family members, friends and society.

However, the broader perspective is it generates employment opportunity for farmers who grow grapes, workers who brew wine, and salesmen in wine company. It also helps government to obtain financial income from charging steep taxes on alcohol.

Forgot to mention that it also provide job opportunity to the traffic police.
