"I love you" is just a phrase, you my ask by not deceiving anyone.
It's better that asking"Do you love me" and when a person lies back to you.
BTW, it's not the matter of opposite person,
sou many lovers express themselves saying truth.
Can you count how many people love each other?
U cannot say that people say "i luv you" mostly to opposites.
Besides, if you tell someone that I luv, then for some reasons this person deserves these words.

Love is that feeling which is controlled by others or it does not see whether other person is loving you or not. If you put conditions that "if i like you than u can love me" or "i don't like u so don't love me" then that feeling will not be called love.
Love is unconditional.
