vlc player can do this. this program can play almost anythingincluding dvds and vcds. and best of all its free.

when you open your video file. just rightclick on the disply then choose snapshot.

play the video in any player
when your scene arrives press " Print screen" button of ur keyboard
open paint and rightclick on the white paint area and "paste"
You got the picture.
Drag to down or left to put it to the right amount and use paint's other tools for modifications
and finally save as .jpg file

PowerDVD can do that. But it only plays DVDs..

Or while playing the video in full screen, pause it and press print screen. :) that's the simplest way.
