Whatever SHE does, she must NOT shave it again. This causes the hairs to grow back thicker and faster, and they will become like stubble.
Buy the home wax kits- get them in chemists, boots, etc, and dont be afraid to use them. Waxing them is definetley the best, but if you are scared or whatever, then you could always use hair removal cream. This is painless and effective, although you must be very careful with it. It can cause burns, etc. So make sure to buy the face ones.

Yes she can get it waxed, I don't know where she heard that from. She can do it at home using waxing strips or have her mother take her to a salon. The biggest mistake is shaving it. Bleaching it is a horrible, horrible idea.

if she keep shaving, it would be thicker and thicker like a man's mustache!
she should wait for a few days for the hairs to grow a bit and then get them waxed. 13 is not an early age for this. thats the best way.
if she dyes it to blonde it would look weird and she would have to dye them everyother day. thats gonna damage her skin.
get them waxed!

there are hair remover creams for facial hair. they are available at any drugstore and health and beauty section. try sally hansen or nair. they have hair removers that are activated with warm water. they are particularly gentle to the face for as long as it is patch tested. there are different kinds like for the bikini area, for the face and so on. its important that she doesn't do it by herself and that she has adult supervision. if she shaves it everyday wont that leave a stubble? i suggest that if she cant get it waxed off then just remove it via hair remover cream.

You can get it done real cheap at most nail shops real cheap. It usually lat 2 weeks. NEVER shave your lip with a razor. It will grow back thicker and you could also get razor gross bumps.

Yep definitely don't shave it again,beauty schools usually want models for waxing etc.and normally they don't charge.

STOP SHAVING IT!!! that'll just make it worse. go to the store and buy an at-home waxing kit; one that is specifically for facial hair. they are pretty cheap.

definetly get it waxed,. i suggest getting it lasered..but ya, expensive!!! or else shave it everyday...but that SUCKS!! and stubble is pretty nasty!!!
THEREFORE,
wax it. Each time u do it, it will grow back thinner, until u barely have to do it anymore....
