Definately the language is Chinese. I also cannot make out why a picture like this can appear in a website about construction contraction. Besides, the sentence right below the picture propagates the idea of boycotting Japanese goods. The comments by the viewers showed that they feel very sympathetic to the child.

The child is apparently an orphan. I really can't decipher how he became an orphan or how old the picture is. Reader comments at the bottom thread just mention how pitiful the child is.
Sorry, online translator is pretty poor especially with asian languages.
