Instead of going for the genital area for stimulation, try the rest of her body. Take it slowly and work your way from top to bottom, avoiding her vaginal region. You can even lightly rub her thighs, but keep avoiding the region. You'll know when she's ready for you to penetrate when you see physical changes, like her chest reddens, she gyrates her hips more, may be more vocal etc. Take from her cues what she likes and doesn't like. Sometimes, if a girl hasn't had one before, or her body is not used to the sensation, it will take a while. Also, if the girl isn't familiar with her body it could take a while...or at least that is what I have read. I don't have that problem :D
