He is not HOLY ROMAN Empire enough. Plus, the Europeans are sort of hard to agree to most things. Plus George W. Bush has never heard of emperor. Lately, words that don't sound like terrorist words, have practically vanished from his vocabulary. If he thought there was an Emperor of the Axis of Evil, he would be upset. He might declare himself Grand Pooh bah of TEXAS in that situation!

The Pope does not have the legal jurisdiction to do it, it would be unconstitutional, no-one would pay attention,and all non-catholics would accept it anyway.
