Well, kisses are not usually initiated by one asking permission :)
Perhaps she or he misread your signals?

If this person is a loved one then it is the best way to do it, its not like your bf is gonna ask you for a kiss before he actually does kiss you, but if it is another person then if like it dont say anything maybe even kiss him back but if you dont like it then end it ASAP and tell him what you feel if that doesnt work then slap him or do whatever necessary to stop that person from kissing you.

A simple peck is probably due to a misread signal. If you're trying to push him/her away and the person insists, that's WAY over the line.

he might have thought you liked him.
and maybe he likes you SOOO much he coudln't hold his feelings in anymore. or maybe he was just trying to hook up.
