My sister (lost her husband 2 years ago and) has 3 kids. I don't want to see her lose her house if this guy has an accident or something.

A person that been convicted & banned from driving will not be able to register a vehicle.

To insure a vehicle & for the insurance to be vaild, you must be the registered owner of the vehicle.

If your sister has the car registered & insured in her name, she is totally responsible for whom ever drives that vehicle.

If she allows a banned driver to drive her vehicle and he gets caught by police or has an accident, she is automatically uninsured.

I would be visiting the police station and reporting this person, but police, really can't do anything without proof, so if you can,get video footage or photograph or times he may be driving through tolls, & hand all that over to the police.

Remind your sister, that he has been banned for a reason, & people like him, should be reported & kept off the road

ok i have to disagree with some parts of the answer in other ? you can buy and insure a vehicle without a license in some states but your not allowed to drive it but if you want to get them caught driving just find out what route they take home from work or where ever and call police tell them its possible drunk driver they will look for the truck then

While you may have your sister's best interest at heart, if he is caught and your sister finds out that you had a hand in it she will probably never forgive you or trust you again.

She still won't understand. She'll proably have to learn the hard way.
