Contact your states tax authority and ask them. Search online for your state name and the word tax. Look for your states "Department of Revenue" or "Department of Taxation".

If you filed a state income tax return and have not received the refund you expected you may be one of the thousands if not millions that are learning about the states efforts to collect every thing from parking tickets to child support via the income tax refund system. Call or contact your state taxing agency and they will tell you if they have seized your refund for back debt and how much you still owe. The problem with this system is that they charge more interest each year than the amount they collect from your refund, so the debt is always growing.
