yOU REALLY DON'T KNOW FOR SURE. You just have to wait and see how she treats you in the relationship. If she really makes you feel good all the time, then you know she loves you. If she forgives you easily for your mistakes, if she never forgets your birthday, if she never finds you boring even though you are, then you know there is love there.

People can say anything. I'm sure you know this, because you are asking the question here on yahoo about how to tell the difference.
The bottom line is, you can't tell if they mean it, at least you can't tell right away.
So, give them the benefit of the doubt and assume they mean it. Then, watch. Pay attention to everything they do. Some people may love you and not act like it, but eventually, they will have opportunities to demonstrate their love. Don't talk about what you notice with them, don't bring things up ahead of time, and don't get angry if they don't respond the way you expect, because then they will know you are paying attention to their behavior.
Everyone, especially the insincere, will do the obvious things, like send occasional flowers, or open doors.
The easy stuff, the high level attention getting stuff, those are the things an insincere guy will do to demonstrate how they feel. They will make sure and say grandiose and wonderfully romantic things in public or around friends. They will do the same thing to you if they are trying to manipulate your behavior or convince you otherwise.
A sincere person that loves you, will say it when nobody is mad, at a point in time when they've thought it through, or they won't say it at all. Chances are, a person that really loves you, won't want to run you off. They may keep it to themselves for a long time before they share it. They will do small things that are inconvenient for them, if they think it will help you, like scrape the ice from your window without being asked. They will do things that make your life easier, and maybe won't even tell you they did them.
The person that loves you, will love you whether you have a physical relationship with them or not, and will be willing to wait until you are ready, if you are ever ready. The insincere person will tell you how much they feel if they are trying to get you to bed.
They won't talk bad about you when you aren't around. They'll defend you if other people try to talk bad.
They will do things like want to hold your hand or touch you in non-sexual ways, just out of romance. They will do things that they know you like, even if they don't. They will take care of you when you are sick, instead of acting inconvenienced. They will be patient if you are down. If they are the type that likes to take pictures, they will take more of you than other people (without being asked). If not, they won't.

I really dont know either. Ive been told by a guy that he loves me and i thought he meant it too, but it turns out he might be cheating on me. Its really hard to tell when someone says they love you because there are some smooth evil liars that can make you believe anything they say to you. However a person's actions are signs that back up what they say. Like, if they say they love you, and brings flowers for you constantly and spends a lot of time with you, its obvious that he does like you. But most importantly trust what your instincts tell you.

you don't. Love is a mix of trust, passion, communication, and a couple other things that I really don't wanna get into cuz it's really late and I'm too tired to sleep(does that make sense?) I guess the only time you should be skeptical if they mean it is when they say "I love you" too early.

in my opinion when someone says"i love you" they should mean it from the bottom of their heart but u wanna know how u know that they mean it. well did the person get all bubbly or did they get quit obnoxious if they got all bubbly then its all good but if they was all obnoxious and mean give it a little more time and love.

First: do you love him/her? if you don't he/she doesn't.
If you love him/her, take your time.
Love implies certain risks. Take them. Perhaps its true, or it will become. Don't make it easy. Its never. Go step by step.
