When his sister petitioned him, he was still single. But now, he is married. What will be the effect of this on his petition? With regards to the filing fee, is it still the same even if he is now married? Please share infomation also on the process, everthing, about applying as a permanent resident to the United States.

Everything that happens to people that petition the U.S. to come here must tell all facts about them, being married is another fact that must be stated. It is not something that would necessarally stop a visa.
