yes it is two. Helium only has one shell/ring and two electrons are "stable". It is a noble gas - which means it will not readily combine with another element under normal conditions.

It has two. Since Helium has only one electron ring, with both the electrons revolving around it.

It can't be more than two, since that's all a neutral ion of helium has. You should probably try asking this in the science section. I would imagine that people who know that offhand spend more time in there than in politics and government.
