It means, "your brother is really stupid."
Japanese has a SOV syntax (English has a SVO). Therefore, the in a Japanese sentence, the subject, followed by the object and then the verb, would be first.
Otootosan means a younger brother other than your own, so it could mean "his/her/their/etc. brother" (but most likely "your's.") OTOOSAN means "your father" (this is "otooTOsan.")
Wa is a Jpanese particle. I know for a fact that Ja[panese and Korean have them, and English has no real equivalent. Wa generally marks where the subject is in the sentence (subject would immediately preceed the wa). It's placement makes otoosan (your brother) the subject.
Hontouni, I guess, means really. I personally didn't know this word, but the general consensus of posters seem to be that it means really. ^^;;
Baka means stupid or idiot. Anyone who has watched any anime would know this one. This is also the object of the sentence.
Now that we have the subject and object, the verb is the last to follow. Desu is the verb. It's a state-of-being meaning is, are, am, etc. Side note: pronounced des.
So the literal translation would be, "your brother really stupid is." The gloss translation would be, "Your brother is really stupid."

It means 'your younger brother is really stupid'.
Otootosan, by the way, is NOT a slang. Otooto (or otouto) is a proper Japanese word that means 'younger brother'. The honorific-san makes it clear is's someone else's (usually 'your') brother, not the speaker's.

It means, "Father is really stupid". It doesn't specify who's father is really stupid, though. If you were trying to say that your father was really stupid, you would say, "Watashi no otousan wa hontouni baka desu". If you were trying to say that (insert name here)'s father was really stupid, you would say, "(Insert name here) no otousan wa hontouni baka desu".

otouto is kind of a slang for "younger brother".. the "equivalent" slang for older brother is "aniki". this sentence means "your younger brother is really stupid/an idiot."....

It's not "Father is really stupid."
Father doesn't have the second "to" on the end.
So..
"Brother is really stupid."
