Why did I just give this guy a lengthy explanation why I couldn't date him?

I see him around, he's very cute and very nice. I'm seeing someone, and when he asked me out...I could have just said, "Thanks, but I'm seeing someone"...

Instead, I told him I lost his number and that's why I was out of contact (he asked me out months before) then I decided to be upfront and I told him I was seeing someone for a while now, and yacked on about how I'm off limits and taken.

Now I feel dumb, but I'm wondering if there's anything subconcious to my reaction.

Either you didn't want to hurt his feelings so you lied (by the way, it's better to be hurtful and honest in the beginning then later when it will hurt worse) or you want a new boyfriend for whatever reason.

No, it's not a guilty conscience, and guilt is not something you can just 'let go of'.
When you were asked this question w/o the chance to think about it, your answer displays two dynamics working here. First, that you were guarded against 'admitting' that you are involved. This shows that you have feelings of animosity re: control. Saying that you are already involved means that you are required to to give a specific answer. You have no choice but to answer in the way dictated by the existence of the relationship.
Secondly, you are the type of person who refrains from hurting other persons feelings and avoids conflict as well. By saying that you lost that persons number puts the 'blame' on you rather than directly rejecting them and risking them the pain of that.

It sounds to me like you would like to go out with him but that you have a very controlling boyfriend. You also come across as being terrified that your boyfriend might become irate if he caught you talking to this boy.
