And is there software I can download for free? And if there is a program, how can I put someone's head on another person's body. And where can I download this free software?

These programs are totally free, and are capable of doing what you want to do.
Tip, use layers, and other tools. You can google tutorials for specifically what you want to do, there are many online.

paint. windows paint. assuming your running windows. I duno why everyone is in love with photoshop. paint is the greatest, and it's already installed on your computer. Just paste both people onto the same canvas, use the free-form crop tool (not sure what it's really called, but the icon is the first one and looks like a star) to outline one head, drag and drop it to the other body. no problem.

Get the pictures , put the head on the body then scan it on your comp, if you have camera software edit the tone and contrast then print it out.
