Its almost 1 am here and I can't get any sleep because of my pain in the butt neighbors. My rude neighbors keep screaming like deranged morons. I'm 14 and even I'm more mature than these people. Its completely ridiculous that I have to deal with this. Why are some neighbors inconsiderate jerks?

Have you asked them to shut up yet? If it doesn't work, call the cops on them.

If you're 14, you might want to have your parents talk to them and see if they can get them to be more considerate.
If they refuse to be quieter and it's late at night or other times you might be able to call the police. Most places in the US have noise laws that say you can't be louder than a certain level (especially at night). Police deal with loud parties and excessive noise complaints all the time.
In any case, you probably need to get your parents or adults in the house to deal with it, since it seems like having a 14-year-old kid telling the neighbors to shut up will probably just make them annoyed and they don't seem as likely to listen to a 14-year-old as to an adult. Maybe your parents will know the right way to approach the situation based on what they know about the neighbors.

Because the Adults that live in the neighborhood - Let them get by with it - Instead of dialing the Police - Have a talk with your family and tell them your really being affected by the neighbors bad behavior

I have some choice neighbours as well,at times.Our city has a bylaw that enforces quiet between 11 pm and 7 am,or there will be a fee imposed.We simply have to call the police,we are not to confront the neighbours,for our own safety as well as keeping good relations.They do not give out the name of the person reporting the disturbances.I would suggest you could contact your local police for information in this regard in your community.

because I haven't been their neighbor yet. O call the cops and they will shut up for a day. But threaten to shoot through the floor(upstairs) and they can be quiet. start yelling and doing stuff ALOT louder than usual and they should realize that they can hear everything you do, so you must hear them. or just joke to them that one day it was so quiet, you could hear them in the bathroom.

Ironically I just saw a question wondering the best way to annoy neighbors. Go over there and calmly explain that you would like them to be quiet so you can get your sleep. =)

call the police for peace disturbance I had the same problem with a neighbor across the street because they liked to throw parties.

unless you're willing to call the cops, and they're willing to do something, I'd invest in some earplugs!!
