In a few places even full nudity is legal, but anywhere apart from the nude beaches it'd cause such an uproar that it isn't practical, for a man or a woman. I'm sure it's not that much different wearing a bra & undies; whether it's legal depends on your location but in most places it'd draw too much unwanted attention. There are probably a few places you could get away with it; if it were a really hot day, very close to the beach, and nice undies, then people might not take too much notice among the swimsuits & bikini's.

Technically, you probably could, but I seriously doubt it.

It all depends on what the laws in your town are. Some places just require that certain body parts are "covered" while other places make a distinction between "undergarments" and "swimming attire" and could get you on a technicality.

Some people have clothing decency standards that would work better in the 1800's, while others don't think it's immoral / illegal / improper to be seen wearing just what God gave them. It's just skin people, calm down...

That is interesting. I've thought the same thing. There is something more appealing about bra & undies, than just bathing suits.

Some days here in Southern CA, it is hard to drive to work in the mornings with everybody running around half naked.

YES, you can....
I would think it would depend on if they looked like under wear or not. Now a days swim suits look alto like under wear. You could get a fine if the cops in your town feel you are trying to show a little to much of your self around town. There are laws about "indecent ex poser" that can be enforced if the police want to. Why would you want to walk around in your underwear? I guess to each his own...that's what makes the world go around...

It is probably legal, but you wouldn't get away with it. Its the same in California. It's perfectly legal to carry a firearm around if you have a permit. Try it and see how far you get without getting arrested or shot.
