I've been looking at some foreign language websites, japanese, korean, and german. But I thought that their was a download to translate. If there is where can I get one and what do I need to do to make it work in my computer?

If you mean being able to see the text on the websites, you just need to go to Control Panel, Regional Options, Add other languages, and install East Asian languages. German should already be visible to you.
It should be noted that this doesn't necessary guarantee you will see all Asian sites 100% correctly. Sometimes mojibake still appears.

If you mean you want a program that will magically translate from Japanese, Korean, and/or German to perfect English, no such thing exists. You can get vomited garbage from Google translator or Babelfish, but hardly anything understandable. Your only choice is to either learn those languages or look at the pretty pictures on each site and be clueless.

Ben 10 from Cartoon Network and facet of Spongebob Squarepants was once translated into Japanese, however rather than that, I have no idea. But I'm certain there's extra, America makes plenty of well films, and the ones are translated into Japanese, so one of the TV suggests will have to be too.

try www.babelfish.altavista.com. It translates blocks of text or websites. Not perfect and won't translate everything on the page (i.g. looks like text but is a graphic). You should b able to get the idea of what the site is saying though.

It allows to choose to and from many languages. Best of all, you don't download anything. Try it.

Best you use the online services to make translations for you.
