The same thing happened with me. It is just from sweating. Use a wet washcloth with some soap and scrub. Also when your in the shower wash your nect to prevent it.

Sometimes we don't wash our neck good enough. When we wash our face we should use the same treatment as we do on our face.
If you use a mask or cleansing cream, use it on your neck just as you do on your face. We worry about getting our hair wet or greasy from the cleansing process. Use a head band to get your hair out of the way. Also take care to wash in and behind your ears.
Hope I'm not sounding like I'm your mother. I had to help each of my kids to remember to do this and some time my brother too.
This will also help the little chicken type bumps that older people get on their neck.
A sun tan can cause this if your out in the sun a lot in an upright position. The neck is always the first part of our body to get sun burned.
Try a mask 2 or three times a week and see if this will correct the problem.
Also try going swimming and when you shower after your swim, wash with a soapy wash cloth while your skin is still wet.. It might help after a swim, when your skin has had a good soaking.

Take a bath/shower and stop waiting so long to bathe/shower. Oh yeah...and use soap.
