The first problem with "small" is that you will lose a lot of detail. a cartoon characature can be much smaller than a realistic protrait. usually the smallest portrait can be about 3 inches across and wide. Also be aware that the aging process can spread and blur an image over tim so the smaller it is the less readable it will become. however a lot of that will depend on the artists skills and talent. Make sure to check portfolios for examples of the artists work to make sure they have the talent to take on your project.

When advising clients on portraits the most important thing is a good picture to work from. we usually suggest a professional 8x10 and as the saying goes "if you can see eyelashes we can give you eyelashes"

Keep in mind when picking the size of your tattoo, that portraits are generally very detailed in order to look realistic. And anything with a lot of detail is going to look really smuged together and gross after a period of time. It'll be a lot better for you to endure the pain for a little bit longer and get it bigger than for you to look back in 20 years and not be able to make out a face from an arm, or a piece of hair on your tattoo. Know what I mean?

First off, I LOVE tattoos. I plan on making a living off of it in the future.
Honestly, it all depends on the tattoo artist, yourself, and your price range.
They can usually make it as small or large as you want it.
