and it makes the funny kerplunk noise indicating that the two are connected but the little window that pops up asking me how I want to load them on the computer isn't appearing. What is another way I can find a way to load them?

The kerplunk noise is good: it means that your computer is talking to your camera.
Assuming you're using a Windows computer, start up My Computer. You should see a bunch of drives listed. One of those drives is your camera: for most computers with one hard drive and one CD/DVD drive, the camera is the E: drive, but that may not be the case.
Expand the folders in this drive, and you should find your pictures.
You can copy these pictures to your hard drive by highlighting the pictures you want and dragging them to an appropriate folder (My Documents or My Pictures would be good places.) I don't know how familiar you are with Windows Explorer, but you can highlight one picture and then press Ctrl-A to highlight all the pictures and drag them all.
