In context that verse aplies only to a single person striking another person. War itself is never really addressed in the New Testament except when Jesus talks about waging war against the nonbelievers in the end time.

People realized that turning the other cheek was the same thing as being a doormat. The United States wouldn't exist if people followed that garbage.

I don't know. I don't think that ever caught on. It's easier said than done so, you know what happens when it's like that. No one does it. I try to do it but sometimes both my cheeks hurt and I just get PO'ed and lose my cool.

Such behaviour is not compatible with the Western economic system we live in. It assumes some compassion in the world, but we are driven by market forces, not compassion, and there are only two of those - greed, and fear. There is no human component in capitalism.
