I don't think you can ever get an accurate average. Leg bones of all different ages, cultures and density are too influential to give a set number. I myself should have fractured my skull 3 times already(very hard impacts from heights) but no one in my entire family has ever broken a bone....we just end up damaging what we slam into.

which bone what kind of force is being applied from which direction those things matter your femur can withstand much greater force than your tibia and fibia could do with alot more information

I would believe that would be determined on the size of the bones and the density of them. They vary from person to person. Like my bones are large and very dense. I've been in a lot of places where other people would of gottem pretty broken up.
