Is this a common scheme for god?

cari, that's odd...and misleading then.
'cause the bible does actually say that god, specifically, hardens their hearts.
I guess we can't believe what that book tells us.

God did not set these people up. Their hearts were already hardened and full of arrogant pride. God merely took their already hardened hearts which were bent on remaining stubborn and unbending, and hardened them further in order to demonstrate what happens to those who refuse to open their eyes to their sin and obey God. He used those situations you mention in order to show Israel and other nations that He alone is the one true God. By His strength and might, as was demonstrated in these situations, He was glorified. He did not hurt His own creation by doing this - He merely recognized that they were incapable of change due to their stubborn refusal to do so, and He used that to teach them and others not to mess with the Almighty God or His chosen people.

Since an all powerful, all knowing creator is by definition responsible for everything, anyone who has ever 'fallen' within that scenario was set up by god.
