You will only be granted access to limited parts of the person's records. Sadly, under FOIA (Freedom of Information Act), we can pretty much request access to anything we want (JFK assassination, Area 51, personal information on people, etc). Don't know exactly what you are looking to find out about this person, but the below address should help.

EDIT: Good grief, people are SO misinformed. Which is probably a good thing... you CAN get certain pieces of information about ANYONE, including their military service. If you don't believe me, google FOIA and find out what information can be released. I promise you that this is true (trust me, I have sat through many a briefing on this garbage).

You just can't get them because of privacy or identity theft of course. Plus many people have done things or had jobs in the military that the government does not want anybody ordering up records and piecing things together.
Even if the person was deceased you would have to prove that you are a direct relative (parent, spouse or child) to get them. And even if a prior service member wanted to replace their own records if the lost them it takes a great deal of time and effort.
And be carefull...... half the stuff on the net is inaccurate and if this person found out that you were snooping they could easily sue you. And if this person had a certain sort of job or held certain clearances in this post 9-11 world you might find yourself explaining to a couple of guys in suits as to why you wanted to know.

Not possible unless the person surrenders them to you willingly. If this is for a legitimate purpose, i.e. background check for a job or something like that, you can request some information from the National Personal records division of National Archive and Records. As someone who is not the member and not their heir, the amount of information you will receive is very limited. go to http://www.archives.gov/st-louis/military-personnel/public/general-public.html for mor information. These are the only ways I know of to receive records.

Ask the person whose business you are curious about. If he or she wants you to know, he can tell you or even give you a copy of his discharge papers. Can't imagine anything else would be any of your business.

I don't think you can get the information because of the privacy laws... unless they are deceased.
