Having been involved in a similar case some years ago as a warranty service center for Cobra cordless phones, this is a fuzzy area at best. That case had to do with one tenant in a double picking up the other tenants cordless calls on her clock radio. She called me, I called the police, they went to her house and monitored a couple of calls, went next door and busted them. When I was also a warranty center for scanner service and cell phones first came out, the scanners came with a sheet that had a warning listing the frequencies you weren't allowed to tune to. That didn't work so the OEMs had to block those frequencies from being received. This only applies to cell phones. As a Ham op, I can "tune" anything that is radiated any way I wish, but there are regulations regarding the dissemination of such information. If I receive information that as a citizen I feel should be brought to the attention of the authorities, I may well have a legal as well as a moral responsibility to do so. However, in today's progressive liberal era, criminals seem to be able to sue their victims, so go figure. Call your attorney or legal aid first.

TWO SOLUTIONS:
First, there is no such phone. So if you want a cordless phone, you can get one for free at http://free-after-rebates.com
SOLUTION 1:
1. Buy a tiny microphone and attach it to your phone's headset. Your voice may sound loud to you. To avoid this, first don't talk too loud, and then move the phone away from your mouth until the level of your voice sounds more even with your caller's voice (try with a friend first). Then just plug the microphone into a recording device such as a tape recorder, a digital sound recorder, or your computer's microphone input (the pink one, next to the headphones). If you are using a computer, there are many freeware sound recorders available online at download.com or versiontracker.com. I use Audacity (on PC and Mac).
SOLUTION 2:
1. Sign up for Skype (that's free)
2. Download, install and start their software phone (also free).
3. Before you place your call, or pick-up the phone, go under "tools" in the main menu. In the submenu, move go down to "do more". In the sub-sub-menu, select "Pamela Call Recorder".
If you are receiving the call, you will need to buy a phone number from Skype. It's around $40/year. If you only need to make a call, then you don't need to buy a phone number and the $5 credit you get when you sign up 50 minutes of talk time. If you need more time, you can purchase more credits.
If you do not have a headset, there is usually at least one for free listed at http://free-after-rebates.com .
In any case, if you plan on using this for evidence make sure the caller knows you are recording. The best time to tell them is right after you are done asking your question, right before they answer. If you are calling a big company, tell them that "this conversation might be recorded to ensure its quality", They all seem to have the right to do it, so why shouldn't you? They will have to respond. If you are calling an individual, just tell him/her the truth. They won't hang up if they have nothing to hide, right? If they do hang up, then they are telling you and the jury that they do have something to hide regarding your question.

They don't make any phones that will record conversations, that i know of and if they did most stores wouldn't sell them ( something about privacy ) what you can to is buy a little box that hooks up to your phone that will record the conversation.
These can be found at security stores.
The above phone is not what your looking for.

any 900 mhz phone will work. grab a scanner from radio shack and plug your recorder into the earphone jack. Find the frequency and tape away!
Beware... you will be breaking all sorts of laws unless you inform all parties involved in advance.

check out the phones that have a built in answering machine, on the one we have I can press the record button and it will record conversations,and I believe radio shack has a device that attaches to your phone to record conversations
