"whims and fancies"

can it be use in a non-sexual way?

For example, I replace "demands" with this phrase in this sentence..

Her parents give in to all her whims and fancies.

It does not have sexual connotations to be honest with you. That is dependent on context, and in the sentence "Her parents give in to all her whims and fancies", it just denotes her parents' alleged subservience towards her, giving in to her wants. 'Whim' refers to a desire, whilst 'fancy' means a liking. So all in all, giving in to somebody's desires and likings just reflects the dynamics of that particular relationship. 'Demands' can be used in the aforementioned sentence also, since a 'demand' is usually both a 'desire' and 'liking', expressed in a verbally-understood manner. Hope that helped.

Whatever you personally want and like at the time and do or try to do.
For example, if you like cheeseburgers,(The Fancy) and decide to go out at 4A.M impulsively (The Whim) in the morning regardless of whether you have responsibilites later, you have acted on a whim and fancy..

That sounds just fine, although the phrase denotes frivolity or wrecklessness in a way. Notice how it differs from 'wants and needs' - 'whims and fancies' suggests unneeded or unnecessary things.

Absolutely - "Whims and fancies" simply mean all the little things that cross your mind (as opposed to things to which you've given a lot of thought). In the context you've used above, it means that her parents give her every little thing that crosses her mind - basically they have no limits.

Its not really demands, its the little things, usually insignificant, that she mught want...nothing sexual.
