Your girlfriend needs to have fat in her diet. Fat is an essential part of a diet and helps with many functions of the body. However, too much is bad for you. However, if you have your gf on a non-fat diet you are messed up.

If you really want to celebrate her birthday, realize that SHE is the one who needs to decide if she's going to diet, not you. And, do something other than take her to dinner if she's trying to lose weight. Celebrations do not have to revolve around meals, and if you want to plan something special for someone who's dieting, and if you're a kind person, you'll think about it and plan something else. If you're obsessed about her weight and can't care for her regardless of her weight, then do her the favor of getting out of her life.
Bottom line? If you really care about her, do something other than going out to dinner. If you only care about her if she's following YOUR diet, then give her the present of getting out of her life so she can find someone who cares about HER.

You could always just cook her something. Not only will it show her how dedicated you are to helping her keep a personal commitment, it will also help you out in the "taste" department. Because if something taste funky while your cooking it, its easier to fix it than, then trying to get a restaurant to take a meal back.
