Great Britain: Yes, and if a passenger under 16 is not wearing one if there is one fitted and available.
Eg. If there are two adults and a child in a car with no seatbelts in the rear seats, then by law the child must ride in the front so as to be able to wear one.

VT, NY, Mass, ME, Conn, RI, NJ, PA, MD, DE, VA, WV and Florida... all are yes and a hefty fine. You CAN be pulled over for not wearing a seatbelt in these states, whether or not you WILL be pulled over is another question. If the risk of stopping your car on a busy street or highway outweighs the infraction and poses a greater chance of an accident, most likely no, you can get away with not wearing a seatbelt.
In New Hampshire, it is only reccomended for motorists over 18, required for minors... you know the state's motto: "Live Free or Die" they really mean it there!!

Kentucky just passed a law where now you can be pulled over for not wearing your belt. Before, they could ticket you but you had to be doing something else for them ot pull you over. Wear your seat belt.

California and Florida. Yes.
Get into a wreck without wearing your safety belt, say good bye to any personal injury recovery. Ta ta.
Yes, yes. I know. Seatbelts are confining. That's the idea so you don't go flying through the windshield and end up dead or paralyzed from the neck down.

In the state of Virginia, you can not be pulled over for that, but if you are pulled over for ANYTHING else and you are not wearing a seatbelt, you will be sited. Hey, just wear the Damn thing, it might save your life and once you are use to clicking it on it becomes a habit. Why buck the system????

In NY, you can be pulled over if the cop happens to notice it dangling by your seat. Usually, though, she'll ticket you for not being buckled up after she's pulled you over for something else first, like speeding.

California: you'll get a fine and after the third offense you can get your license privilege taken away.
Also, we recently had commercials that had all kind of different people in expensive cars, crappy cars, and in between being pulled over with it saying it doesn't matter who you are, if you don't CLICK IT, you'll get a TICKET!

In canada (ya ok not a state) its a $110 fine and they do sometimes pull you over. It's better just to wear it, several of my relatives would be dead without them.
