Because the presence of some of them has greatly increased the crime rate.
If you don't like being stereotyped, then kick the asses of those in your group who are making you look bad.
This is the same reason that Muslims are stereotyped as, literally, ticking time bombs of violent jihad. If there were more outrage among Muslims when one of their own blows himself up in a crowded place, we'd be more understanding.
Until that day happens, every Muslim is a potential terrorist, and every New Orleans expatriate is a potential criminal.

No this is not something u should get over. Sure everyone do gets stereotyped but its not all bad. One thing u should know its not just in the city of Dallas its everywhere even in cities in Louisiana and i really feel its a shame. Just because a few idiots do things they shouldn't doesn't mean the whole dam city is bad. I know a lot of outstanding men from New Orlean and they wouldn't hurt a flea. It is so bad that if u tell someone ur from Louisiana they immediately assume ur from N.O. and going to do some wrong to them. People need to wake up and stop assumming the worst about people from new orleans or Louisiana for that matter. And not every one who has not return to n o is poor or criminals that is so not true some people just want a fresh dam start some of u are so dam obivilous to what is really going on and need to shut up for real because until u have been left on a roof for a week or on a bridge with no water watching innocent people die in front ur face u would know the half of it .... god they know not what they say

Hurricane Katrina REFUGEES from New Orleans have by and large earned the reputation they have.
Sorry, but it's true. That's not to say ALL New Orleanians are bad, but everywhere they've gone in great numbers (the crime rate in Houston when through the roof after it opened it's doors to the literal floodgate of Katrina-ites) the problems have ensued.
Katrina exposed New Orleans for what it was. A social nightmare. There have been generations of people and families primarily who have been living on the dole for generations. They knew nothing else.. This isn't an indictment...this is just a statement of fact.
I'm not trying to make a blanket statement here, but let's look at the actions of a few...who sadly, have sullied things for all.
There were many New Orleans people who've been on welfare, lived in public housing and waited for the government to do everything for them and rarely made an effort to escape that way of life. Poverty begats crime and New Orleans was seeped in crime. Had been for decades.
And wherever New Orleanians went, crime was sure to follow.....and it did.
The days of being oppressed by "the man" are over. To express it in this day and age is just an excuse which is no longer viable.
There are people...families of refugees who still want to stay on the post Katrina teet almost two years after the storm made landfall? Stay attached to the government teet in a system that is not just flawed...but fractured. This is ridiculous.
Stereotypes ALL have a glimmer of truth to them that in effect, warrant the stereotype. What happened during and after Katrina didn't help matters at all. We saw images of groups of epople that weren't all African-Americans...but the majority were.
The reality is this: put two crabs in a bucket and they'd kill each other before allowing one to get out.
If we're talking about a specific here then yes....Black America MUST save itself first.

i think it's because they believe that since it's coming up on two years since katrina people should have their lives back in order, and those who don't are the criminals and poor people who cost tax dollars. I personally believe that the real problem is that most people who still havent returned to NO are either criminals or poor people whos rental houses havent been rebuilt so they have no where to return to. I also believe that NO is pricing the criminals and pooe people out of new orleans so they become another cities problem, which leads to stereotyping, etc.

because black men are stereotyped throughout this country, except it's mostly kept quiet, until people think they have enough factual cover (e.g. the crime statistics referenced by someone above) to voice their prejudiced feelings.
