At this age children are learning. What message are you sending her that she can not get into her own drawers? I know it is a bit annoying to pick up after her day after day..it can be a real chore! I would sit with her one the floor once she had emptied the drawers and teach her how to put the items back in. Make it a game. Something fun. She will enjoy the time you spend with her. She may not be ready to put things in on her own until she reaches 18 months. Have patience and take a breath, one day you will see her taking out and putting in. It is all part of her development.

My son did that, got to where I hung up everything I could on hangers and the rest on a top shelf in his closet. Good luck!

put her clothes up out of reach
keep her toys in the lower drawers
so she can learn to put them back.
you can always duct tape them shut
or put childproof latches on them
or keep them empty
she is too young to be 'taught' not to do it
i like my first idea best

I think every child does this, mine did! Good way to teach her how to pick up after herself. You are probably not gonna stop her from doing it!

Drawer locks. There are magnetic key type locks that you can buy at Walmart, drugstore.com, etc.
