You got the wrong information, the answer is NO.
The only thing will make you hair grow is the following:
Eliminate or cut back on smoking, caffeine and carbonated sodas which weaken the body and block maximum hair growing potential.
Eat a healthy diet. Avoid foods that are high in sugar or fat.
Treat your hair like a piece of fine old lace. Treat it carefully avoiding any unnecessary brushing, combing or handling.
Avoid use of hot water, hot blow dryers or other hair care tools that may stress the hair.
Have a weekly scalp massage to provide stimulation to the hair follicles.
Do a series of ongoing hot oil treatments to protect the hair's shaft.
Have regular trims to eliminate split ends and allow the hair to look and feel healthier.
Get plenty of rest and sleep to allow your body to grow hair

Your friend said it will make it longer because it pulls. See what really happen if you pull, especially if it's tight!

If you wear your hair pulled back in a ponytail, give your hair a break once in awhile by letting it hang freely. Those styles put a lot of pressure on the hair, especially at the front hairline. When you pull your hair back wet is the worst, your hair stretches 75-80% when wet. As the hair starts to dry and shrink to the normal length the hair can't do so freely so it starts breaking off.

Also, don’t use any uncoated elastic bands in your hair! Elastic grabs at the shaft and will break it.

Never heard this one. If it were true, though, my hair should be around my ankles by now, but it's not. There's a certain amount of elasticity in hair, but even if some of your hair (the outermost layer) is "stretching" in that ponytail, it isn't all doing so. I wouldn't put much stock in this one.

No.
The only things that contribute to healthy hair growth are good diet, vitamins, healthy scalp to promote growth.
Pull your hair in a ponytail too often and it will encourage breakage....
