It is ok to thaw and refreeze BUT you are correct quality and freshness is compromised. It won't hurt you (if you don't leave it out too long while thawed) but the texture is severely compromised since refreezing in your freezer grows very large ice crystals which break cell walls and therefore affect texture when re thawed. Every time you thaw and refreeze you lose more of the water content of the original product (that is where the snow comes from the natural water that used to be in the product) so you end up dehydrating (freezer burn) the product more and more.

There are two problems: freezing and thawing food tends to extract the water, so after a few iterations, it may be inedible. If it has been thawed for a long enough time, it may have spoiled.

It can contain many different bacterias, such as various food poisonings if it is raw meat, or anything else for that matter! Best rule for food you defrost is to cook it before your freeze it again.

you have to defrost the food completely then you may refreeze although quality may be lost. although my mom would tell you to use or toss it.

do not defrost and refreeze food unless you loke to be sick cause that is what will happen. throw it away like NOW
