This is a tricky question. It is not black and white. For instance, If you are a young active child it is important to have whole milk to provide for growing bones and energy needed. However, a person who has a poor cardiac system should follow a low fat diet and in that case 1% would be the best choice. In some conditions, milk should be avoided and a calcium supplement taken. If you are a disabled person who is having a difficult time maitaining their weight, it would probably be best to drink milk higher in fat.

Toddlers from age 1-2 need the extra fat in whole milk, and other healthy fats. It aids in their brain development. After that it is recommended to give skim or 1%. I gave my son whole milk until 2 1/2 because he was a preemie, but now he drinks 1%.

It depens on your age. If you're under 25 you can drink whole milk, or if you don't want to drink this you can go to 2%. If you're under 25 you need the nutrients in whole milk or the 2%.

the lower the better. the percent refers to how much fat is in it. the best kind of milk for you is skim milk.
