In Illinois you can have some things esponged off your record but that is usually after a conviction. Im not sure where you live but arrests and investigations in illinois are on your record your entire life. There are rules state by state and some federal laws concerning who can use that information and for what purpose. Here if you are turned down for a job because you have been arrested without a conviction you can filed a discrimination complaint.

A police report from the Pa state police will indicate one of these 3....

1. No record
2. Convictions
3. Charges pending.

So, it appears if you are cleared, no record is made.
