my mother wanted to take pictures on her digital camera but recorded video instead is there any way to take the frames of video and convert to jpeg? and if so how and what program?

Yes, some versions of video editing software have the feature to capture one frame and turn it into a still. I have done it with WinDVD Creator, but most video editors can do it too.

You just hook up your digital camcorder with the USB or Firewire cable, start the "capture video" function in WinDVD Creator, Open the video with the Edit function, locate the frame you want (by watching the video in Edit), and click the Save frame function.

Then you can open the saved frame with your photo editing software and save it as JPEG.

There is some bad news. The individual frames in a video are very low resolution compared to what a digicam creates. So the saved frame may not be very clear and cannot be enlarged much at all.
