Whatever the type of fish, the processing involved in canning it is cheaper than the costs of refrigerating, shipping, storing etc. of fresh fish.

Also, If you're buying fresh fish (again, any type), you're looking for the biggest, most appealing, blemish-free fish you can find. No so with canning. Fish that are too small, or that have been mildly damaged (although still edible) are perfect for canning, because nobody would likely buy them otherwise.

Canned fish can stay on a shelf for a very long time. It costs stores much more money to keep fresh fish. It must get to the store very quickly in a refrigerated truck. Someone has to clean it and keep it cold on ice to display. If it doesn't sell after a day or so they have to throw it away and it makes no profit for them. Cans of fish can be thrown in any old truck at any old time and sit on any old shelf until you want to buy it.

A can of tuna is usually around 6 ounces, the can itself is probably 2 0unces, so your getting roughly 4 ounces for at least .70 to $1.49. You can get some types of fresh fish for $2.99 (on sale) and up for a whole pound (16 ounces) so sometimes its not cheaper. Besides that my guess would be because of the freshness , and better flavor.

Fresh fish has to be flown across the country or wherever before it spoils. A can can go on a truck and take weeks and it doesn't matter.
