I want to have a civil wedding cereomony, who am i suppose to hire to perform it? what is that person's title?

an officiant or celebrant is a universally acceptable title for both secular and civil ceremonies.

Secular officiants usually consist of pastors, priests, etc

Civil officiants usually consist of judges, justices of the peace, etc.

A judge or Justice of the Peace can perform a civil wedding. Call your local county courthouse and ask them about it.
