First, is your hair naturally wavy or curly? If not, the curling iron would be your only answer. But, if your hair is naturally wavy/curly like mine, there are some products and techniques that will really help you. First, use a shampoo that is for curly hair. Shampoo DOES make a difference. I use Redken's "All Soft" shampoo. Then, I use "Biolage Conditioning Balm." You can get these products at most salons and sometimes at a Beauty Warehouse. Then, before I dry my hair I use one pump of "Garnier Fructis Long & Strong" which is a weightless leave-in treatment that controls friz. Only work it through the botom two thirds of your hair, not the scalp area. Make sure you get "Long & Strong" because this line has a lot of hair products. Conditioning is the key to keep from getting frizzy. After that, I work "Aquage defining gel" on top of the leave-in product and then, using a diffuser on my hair dryer I VERY carefully and lightly scrunch my hair. I bend my head down so I get more volumn. Then, I flip my hair back, fluff it, and then use a light hair spray.
This must sound like a lot of work and effort, but it's not. These products are all ones that my very well-known hair stylist uses on me. Since his hair is like ours, he has tried a lot of different products.
One MAJOR thing that will make or break your having pretty curls is whether you get a really good hair cut. I've learned so much from my stylist. Paying a little more for a really good hair cut will save you hours on styling and it can make a big difference on whether you get the results you want.
I hope I didn't get too specific! Good Luck!

im not sure all about your hair... but, if you have thin/fine hair:
shampoo, use mousse and spread it all over. Flip your head down by bending over. Scrunch hair. Apply hairspray.
If you have heavy hair, use gel instead of mousse, and if you have beyond heavy, unmannagable hair, then mix a super stiff gel, curl gel, and mousse together and scrunch.
Hope that helps =)
