My Windows Installer is corrupted, it is preventing me from downloading anything, or even accessing anything that was downloaded on the computer before. Someone said that I needed to download a certain something to fix it, but I don't know what. But how can I download that when I can't even download anything to begin with?

Your question isn't very clear, but below is the link to Windows Installer 3.1 easily found on the Microsoft web site.

When things like that have happened to me, and they have, Format the hardrive. I have Xp home on mine, setup with a Fat32 system. Makes it easy to format that way. In fact its a WinME startup Disk I use to format with. Or if your using Win Xp....use System restore, Although I never have, I just format it and forget it.
