Hide the trash or hide the dog. Really. Get a smaller trash can. Put the one you have in a closet in a different room. If you really can't hide it, crate the dog when you are not there. Scavenging is an extremely strong instinct in dogs and, while one can often train them not to do it in your presence, the amount of effort needed to stop them when you are not there is excessive and involves driving/walking off like usual then sneaking back for the "voice out of the blue" affect. Unless it is caught in the act, getting upset when coming home will just confuse the dog. It may even "act guilty" but that is not because it knew it did wrong. It associates three things being together as something that upsets you - trash all over the place, the dog being there, and you being there. I know of dogs acting guilty that went with the owner while the OTHER dog got into the trash.

Put your rubbish in a better place. Up on the kitchen counter or on top of the fridge if necessary! Dogs and cats are scavengers and the only way to stop them is to keep stuff out of their reach. You wouldn't leave the fridge door open for him to help himself, would you? Well, the rubbish is exactly the same thing to him!

Easiest solution is to buy a can that fits under the sink or place it in a closet.
Once a dog has learned their are goodies in the garbage it is nest to impossible to teach them to stay out

You can by a special spray that a dog won't go near. Its specially made to smell bitter and taste bitter to the dog. Or you can temporarily start spraying pepper spray on your garbage can. If that doesnt work than put onions and garlic in your garbage can. No dog can take the smell of onions and garlic no matter what kind of dog.

He is hungry or bored. Either make sure he has enough food to keep him from "scavenging" for the food or put it in an area where he will not be able to reach it.

if you can gate your kitchen so the dog cannot get into the kitchen area? that might be better than having to put your garbage elsewhere...

sounds crazy but we broke our black lab by putting a mouse trap in garbage can when he'd stick his nose in can it would go off and the noise startled him he quit going in garbage good luck
