Birthing is a physical and psychological stress on the mother, especially a first litter. Her body heats up with the effort of labor, and her ears will likely be very warm. She will pant for a short period after all the kittens are delivered. It is particularly important to make sure she has passed all the placentas. One that has been retained and is still bleeding, will cause a heavy red discharge. By the next day if it is greenish colored, she needs a vet immediately. All of this can also cause panting.

In relatively rare cases, a cat can develop eclampsia, as the result of a dramatic drop in the calcium in her body, due to the start of lactation. This is a life threatening condition that causes syptoms such as panting, extreme agitation, pacing, muscle weakness and collapse.

But in your case, it is likely that she simply needs some time to relax and calm down after the birth. Leave her in a warm, comfortable room with food, water and litter (not scoopable as t his can cling to her paws and behind which may still be wet and she will try to lick it off).

This is very normal. Do not worry unless you see this days from now. There is a slight possibility that she might still be in labor so watch her closely. But she is probably exhausted. Just like humans, cats need time to rest after giving birth. But do not worry and CONGRATULATIONS on the new kitties.

Cats can pant hard up to twenty four hours after giving birth. They will also pant hard if they are not comfortable. Cats need to be left alone after giving birth, if they aren't they will get uncomfortable and move the kittens. Your cat is gonna be fine. It's all about time.

There may be another coming, keep a close eye on her, it should settle quickly. Kittening is like running a marathon, it does leave them breathless. Keep a check on her respiration and if you have any concern, call your vet for your own peace of mind.
