maybe a phone call is too hard to handle. what about when the two of you see her in person, approach her together. if he is shy, you can help him make conversation. let your friend know that no matter how nervous he is, she will like the attention. it will make her feel more attractive if she can see that he is nervous. girls like that guys stumble over their words. it's a compliment.

Well, you've got to call her sometime. Girls love to talk to guys, don't worry so much. If he's shy, he'll love to hear the girl happy, etc. Just call her and see what she says.. i'm pretty sure that girl is ready any minute now. Call now, or forever hold your peace. Hehe

he needs to just buck up and call her. he can ask her out or ask about a class they have together (I'm assuming you're still in school) for conversation. of course it's nerve wracking to call someone you have a crush on, no matter how old you are but he needs to just do it. you only live once and no one knows for how long so hurry and love whoever you can.
