She lives with some of our family members and both her parents have died. Unfortunately, she has been physically abused and she has only an elementary-school education. It is very hard for her to get into school because she has passed the age requirements and her home situation isn't helping: she does nothing all day and she hasn't left her house in more than a year. She's a wonderful young woman who's had her share of trials and she desperately wants to go back to school. I would like her to be able to live in the US with me... is there any way for me to adopt her even though she is an adult? What immigration concerns should I be aware of? Even if I can't adopt, does anyone have any suggestions?

Under the circumstances you describe, it might be possible for you to adopt this woman:

However, in order for her to obtain a US immigrant visa, she must have been 16 or younger at the time she was adopted:

The most obvious suggestion I can offer - which has worked for others in your situation - is to use the laws of the country where she lives in order to win custody of her and put her into a boarding school there (or elsewhere) that can care for and educate her.

No, you can't adopt her because of her age. However, you can take custody as legal guardian and conservator. I suggest you see an attorney about this matter promptly. There are solutions available.

go talk to a lawyer. I'm going threw the same thing with my 23 year old daughter. it puts a lot of stress and sleepless nights worrying about your love ones. it gives you ulcers to. my daughter listens to 17 year olds concerning my 5 year old grand daughter. good luck to you and god bless your cousin. if you get her with you love her and keep her close. people who are mentally impaired are special people.

shes' over 18 and can't be adopted. she's an adult- i doubt she'd want to be "adopted". plus she has no legal need for a guardian. just ask her if she wants to go live iwth you, and if she does then bring her over.
