Well, you didn't give enough information - like, where do you live? I've been in the travel business for many years. Cheapest way is to go "stand by". But that means very short notice, and works best if you are living in the departure city. Other than that, go work for a cruise line. Then you get "Friends and Family rate".

Pay a year in advance or take a chance of trying to get a last minute cruise. Look into repositioning cruises.

define cheap, and define great.. many times great deals can be found on inside cabins, so if you are willing to put up with no naturallight inth ecabin, you can look into that.
Me, I won't travel in anything less than a balcony cabin, so for me, cheap is defined at aprrox. $1,000 pp for a 7 day cruise.
